Please Note: All Passwords must conform to the following restrictions
1) Be eight or more characters in length.
2) Include characters chosen from three of the following four sets
    a. Upper case letters.
    b. Lower case letters.
    c. Numbers.
    d. Special Symbols.
3) Cannot be the same as a password used before.
4) Cannot contain your user ID or name.
